Central Bureau of Investigation

Press Release
New Delhi, 05.01.2017

Central Bureau of Investigation strongly denies statement/news item published/telecast in certain sections of the media being attributed to Shri Rajender Kumar, IAS.

The allegations that Shri Rajender Kumar helping M/s Endeavour System Pvt Ltd (ESPL) in getting IT related contracts from various Delhi Government  Department wherever he was posted were in public domain since June, 2015 and these allegations were being made by then Secretary, Delhi Dialogue Commission.

After due diligence, CBI  registered the case in December, 2015  against Shri Rajender Kumar and others under Prevention of Corruption Act and after investigating the case thoroughly for over a year, filed charge sheet against him and others in the court of  Special Judge, Patiala House Court on 03.12.2016.  All the evidences gathered during the course of investigation against Shri Rajender Kumar and others have been put before the court.

In brief, the prosecution case is that while working in different capacities in Delhi Transco Ltd;  Health & Family Welfare, GNCT, Delhi;  Trade & Taxes Department and Delhi Jal Board from 2010-2014, Shri Rajender Kumar had abused his official position to get contracts in favour of M/s ESPL, a company which was managed by co-accused on his behalf.  Investigation had established that the commission/bribe of around Rs.3.3 crores was also received by M/s ESPL.  During search, electronic items were found in the house of Shri Rajender Kumar, which were in fact purchased by M/s ESPL for him.

Investigation also established that in the process of favour M/s ESPL in the award of IT works, existing IT systems on the development of which substantial amount had already been invested by the Departments were rendered useless, thereby causing unnecessary loss to the public exchequer to the extent of about Rs.12 crores.

The allegation of Shri Rajender Kumar, which has incidentally come up after filing of the charge sheet, that witnesses/accused in this case were threatened by CBI officers to implicate a political functionary, is absolutely baseless and denied.  Some accused who were arrested during the course of investigation had the opportunity to bring the alleged physical assault by the CBI  when they were produced before the court.  But no such allegation was made at the relevant time, except one person, who also filed a writ petition in the Hon’ble Delhi High Court, but had to withdraw the same after the Hon’ble Court observed that he is trying to spoil the system and scaring away the probe agency which was widely reported in the media on May 3, 2016.

Making such baseless allegations at this moment, is only an attempt to influence the matter which is subjudice.
