            Secretary General, Interpol, Mr. Ronald K. Noble will deliver the 13th D.P. Kohli Memorial Lecture on “Multi-Jurisdictional Investigation: Operation Unmask” at Plenary Hall, Vigyan Bhawan, New Delhi on 30th March 2012.  Hon’ble Union Minister of State for Personnel, Public Grievances & Pensions, Shri V. Narayanasamy will preside over the function and also give away awards to CBI officials.


            Mr. Ronald K. Noble took over as Secretary General, Interpol in the year 2000.  He has served two successive five year terms, and was re-elected to a third term in 2010 by an overwhelming majority.  Under his leadership, Interpol has developed the I-24/7 secure global police communications network, and the only global data base of lost or stolen travel documents.  Secretary General Noble is also spearheading creation of the Interpol Global Complex in Singapore, focusing on cybercrime, capacity building and advanced methods for identification of crime and criminals.


            The D.P.Kohli Memorial lecture is organized annually by the CBI in the honour of late Shri D.P.Kohli, CBI’s founder Director. Late Shri D.P.Kohli was the Head of Special Police Establishment and Central Bureau of Investigation from 1955 to 1968.  During the tenure of Shri Kohli, CBI was put on a firm footing by extending its activities and converting it into an efficient instrument of crime investigation. Shri Kohli was a visionary who sowed the seeds for the evolution of CBI into an effective and vibrant organization.  It was on account of his vision that CBI today enjoys the reputation of professionalism and fairness and has the confidence of all sections of society and the Government.


            As a tribute to Shri Kohli, CBI has been organizing the memorial lecture since the year 2000. Shri Hamid Ansari, Vice President of India; Shri K.G.Balakrishnan, former Chief Justice of India; Shri Somnath Chatterjee, former Speaker of Lok Sabha; Prof. P.V.Indiresan, Former Director, I.I.T., Chennai; Shri Soli Sorabjee, former Attorney General of India; Shri Naresh Chandra, former Cabinet Secretary; Justice J.S. Verma, former Chief Justice of India & former Chairman, National Human Rights Commission; Dr.C.Rangarajan, Chairman, Economic Advisory Council; Ms.Ela R.Bhatt, an eminent social activist & founder of Self Employed Women’s Association (SEWA); Dr.R.A.Mashelkar, former Director General, Council of Scientific & Industrial Research(CSIR) and Lord Ian Blair, former Commissioner of Scotland Yard, London are among the dignitaries who have delivered the D.P.Kohli Memorial Lecture.
