CBI CHARGESHEETS TWO DOCTORS FOR AIDING TELGI GET BAIL

CBI today filed a chargesheet in the Special Court for Fake Stamp Cases at Parapana Agrahara, Bangalore against two doctors, Dr. K.N.Channakeshava and Dr. K.H.Jananendrappa and Abdul Karim Telgi for conspiracy and abetment to commit the offences of receipt of illegal gratification and abuse of official position by public servants. All the three accused are presently in judicial custody.

CBI took over the investigation of ten cases including the above case of Karnataka relating to fake stamps under the direction of the Supreme Court of India. The abovementioned case in which the chargesheet was filed today relates to Crime No. 1100/2002 dt. 6.10.2002, PS Madivala, Bangalore. In this case, accused Abdul Karim Telgi, while being lodged in Central Jail at Parapana Agrahara, Bangalore continued to indulge in sale and circulation of fake stamps and stamp papers with the assistance of his associates. Four chargesheets against 32 accused persons including Abdul Karim Telgi had already been filed in this case. However, during further investigation by CBI, it was revealed that Dr. K N Channakeshava, AO and Dr. K H Jnanendrappa, Asstt.Professor of Medicine and Incharge Diabetic Clinic, both of Victoria Hospital, Bangalore, conspired with main accused Abdul Karim Telgi during 2002 for furnishing exaggerated medical certificates dt. 6.6.2002 and 20.9.2002 by Dr. K H Jnanendrappa on payment of heavy illegal gratification, for their use in bail matters of Abdul Karim Telgi in different courts. Dr. K N Channakeshava and Dr. K H Jnanendrappa were arrested on 14.7.2002 and 28.7.2002 respectively on the above allegations and were interrogated thoroughly. It was revealed that illegal gratification of about Rs.5 lakh was paid to the two doctors for issue of medical certificate dt. 6.6.2002 and Rs.25,000/- was paid for issue of medical certificate dt. 20.9.2002. Both the medical certificates were issued by Dr. K H Jnanedrappa exaggerating the diabetic ailment of accused Abdul Karim Telgi by flouting the procedure for issue of such medical certificates. Dr. Channakeshava had repaid loan of about Rs.1 lakh taken by him earlier for purchase of a second hand car and had also deposited Rs.50,000/- in cash in his bank account soon after receipt of the bribe.

On a request by CBI, the State Govt.of Karnataka has issued a notification today (i.e. 13.9.2004) constituting the Special Court for Fake Stamp Cases, Parapana Agrahara, Bangalore as also the Special Court under the Karnataka Control of Organised Crime Act, 2000. This court has also been empowered to hear cases relating to Prevention of Corruption Act, 1988. The notification constituting the special court will pave the way for CBI to ensure quicker trials of the fake stamp cases of Karnataka.
